Intellectual capital and strategic entrepreneurship of public administration: Relationship and impact in the public sector a descriptive study in the ministry of Education / General Directorate of Karkh III

Abstract:

The study aimed to reach a clear vision of how intellectual capital can be managed and created by government organizations in order to ensure the advancement of its performance and in turn how it contributes to the application of strategic leadership as a concept studied in private organizations and its scarcity in the public sector. The study was launched from a problem expressed in a number of questions due to the need of government organizations in the public sector for innovation in providing services and the urgent need to adopt the concepts of strategic leadership that can be made successful by adopting the concept of intellectual capital. They are two concepts that, despite their originality in scientific research, have not received their share sufficiently in the public sector, and the possibility of applying them in the field and sample of the study. The research aimed to measure the relationship The effect, Based on the problem and the mentioned goal, a hypothetical plan was built that included the study variables, and based on the movement of the plan, a set of hypotheses were derived as initial solutions, the content of which was used to explain the relationship between the phenomena, and to test the validity of the hypotheses, the directors of the administration in the departments of the Ministry of Education / Third Karkh Education Directorate were chosen as a research community, and a random sample was chosen to represent the study community, as the sample included 70% of the total study community, and information was collected about the study sample using an electronic questionnaire form consisting of 30 questions within Google models and the data was processed using a set of statistical methods to study the relationship between the study variables, relying on the SPSS program to reach the results. In light of the results and analyses that showed the validity of the study hypotheses and confirmed the validity of what it was built on and the validity of what resulted from it, thus obtaining answers to the applied problem when the study reached a set of conclusions, the most important of which was the existence of a relationship between intellectual capital and strategic Entrepreneurship.
