Abstract:

This study aimed to analyze the relationship between Holon Manufacturing and Risk Management through the mediation of Smart Quality System in Iraqi cement industry enterprises. Descriptive analytical methods were used to examine the impact of Smart Quality on improving the responsiveness and flexibility of the system in the face of risks. The sample included 370 individual managers and department heads from 31 Iraqi cement companies; data were collected through questionnaires and analyzed using programs (SPSS, Smart). The results of the study showed that Holon Manufacturing was well received, with a response rate of 78.9%; Holon was the most recognized employee. In comparison, Smart Quality had a response rate of 81.7%, indicating that its role in reflecting quality improvement was widely recognized. In comparison, Risk Management had the lowest acceptance, with a response rate of 67%, indicating challenges in this area. The study showed that Smart Quality played an effective mediating role in the relationship between Holon Manufacturing and Risk Management, contributing to improving system responsiveness and narrowing operational gaps. Based on these findings, the study recommended improving the structure of the Smart Quality System, improving risk management training programs, and supporting communication between Holon Manufacturing components to ensure greater flexibility and efficiency in the face of fluctuations.
